This Request for Expression of Interest (EOI) follows the General Procurement Notice (GPN) that appeared in the AfDB Website of 27 February 2017
The Government of the United Republic of Tanzania has received a grant from the African Climate Change Fund toward the cost of enhancing national capacity for mainstreaming climate resilience in Zanzibar, and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services for enhancing national capacity for mainstreaming of climate change adaptation in Zanzibar.
The Ministry of Land, Water, Energy and Environment (MoLWEE) wishes to recruit the services of a International Consultancy company in joint collaboration with national consultancy company to provide technical expertise and training for staff of the key government institutions to increase local capacity. The assignment requires a range expertise of disciplines covering CC adaptation, climate finance, and local adaptation planning and specific knowledge of the key sectors (agriculture, fisheries /coastal resources, forestry/energy and tourism). A total of about 145 international and 164 national expert days are expected to be required distributed according over the various disciplines. The assignment is planned to be implemented over a period of 15 months.
Under these consultancy, the consultant will support the MoLWEE to accomplish the following;
a. Updated guidelines for mainstreaming and tools for screening tools which will support the MoLWEE and the Ministry of Finance and Planning (MoFP) and the sectors in the planning of adaptation interventions
b. Short refresher courses on climate change (CC) and specific training on the application of the above guidelines and tools for the planning staff in the relevant ministries (in total about 795 trainee days are expected to be delivered)
c. Development and establishment of a baseline and monitoring framework for CC interventions
d. Support to the preparation of climate adaptation plans in the four key sectors (agriculture, fisheries, coastal resources, forestry and energy and tourism), which will be integrated in the national annual and medium term plans and budgets.
e. Provision of technical backstopping on demand to the key sectors up to a limit of 20 expert days.
f. Guidelines for developing and integrating local adaptation plans of actions (LAPAs)
g. Support to local authorities to integrate three pilot local adaptation plans in overall the government planning and budgeting cycle. This is expected to require 210 trainee days
h. Support to municipality and town councils to incorporate CC in their planning and implementation processes
The Ministry of Lands Water Energy and Environment now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
