Consulting servicesfor 'Preparation Of National RoadTransportation Strategy

i.      TheGovernment of India has received financing from the World Bank towards the cost of the NHAI Technical Assistance (TA) Project andintends to apply part of the proceeds for undertaking a consulting assignment on 'Preparation of National Road TransportationStrategy'.

 

ii.   Investment in transport infrastructure needs tocater to creation of new infrastructure assets as well as improving overall productivity and efficiency across current assets.Various initiatives have been launched by specific ministries oftransport like Road, Shipping, Rail and Civil Aviation in thisregard. Synergy benefits in these initiatives can be exploited only if they there is a coordinated strategy and plan spanningacross all modes of transportation. The Ministry of Road Transport and Highways, Government of India proposes to undertake thestudy to understand the synergy benefits across various transportation modes for both freight and passenger transport.

 

iii.  Currently roads sectoraccounts for the majority share of freight movement which is in contrast to other international countries where rail & waterhave a significantly higher share. Operational metrics like time to travel, safety, convenience etc are not at par withinternational standards. For example, poor road & rail connectivity to several ports hampers efficient evacuation of goods, delays at toll plazas creates huge losses for trucking industry, dwell times for air cargo are higher than international benchmarksetc

 

iv.  The objective of this study is to define roadtransport roadmap for 2030, identifying initiatives to improve efficiency, estimating the investment required, leveragingdigitaltechnology to enable mutli-modal integration for both freight and passenger movement, use of alternative fuels to achievethe optimum fuel mix etc. The proposed Motor Vehicle Amendment Bill 2016 also provides for the Central Government to define theNational Transportation Policy in consultation with State Governments and stakeholders. v.   The attention of interested Consultants isdrawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment ofConsultants [under IBRD Loans and IDA Credits & Grants]by World Bank Borrowers dated January 2011, revised in July2014.("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. 

 

vi.  The MoRTH now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevant experience to perform the Services. The short listingcriteria are provided inAnnexure-I available at Ministry website.

 

vii. Consultants may associate with other firms inthe form of a joint venture or a sub-consultancy to enhance their qualifications.

 

viii.A consultant will be selected in accordance with the procedures set out in the Guidelines for Selection and employment of consultants under IBRD loans and IDA credits & grants by World Bankborrowers dated January 2011, revised in July 2014. A consultant will be selected inaccordancewith the [Quality and Cost Based Selection] method set out in the above Guidelines.

 

ix.  Further information on this EOI canbe obtainedfrom 10.00 am to 5.00 pm on all working days of the Government till the last date of EOI submission from the address as mentionedbelow.

 

x.   Expressions of interest must be delivered in awritten form to the address below (in person, or by mail, or by fax, or by e-mail) by 5.00 pm on 12.06.2017.
