Preparation of Main Designs for HeavyMaintenance (Road Rehabilitation-Upgrading) of the State Roads IB 15 and IB 21:

Lot 1: IB 15, Sombor (Industrial zone) - Kula, L=39.535 km

Lot 2: IB 21, Ivanjica - Sjenica, L=38.300km

The Republic of Serbia has received financing from the World Bankand  European Investment Bank toward the cost of the Road Rehabilitation and Safety Project (the Project) and intendsto apply part of the proceeds for consulting services.

 

The objective of the consulting services ("the Services) is preparation of thetechnical documents in form of main designs for heavy maintenance (road rehabilitation-upgrading) of the state roads IB 15 and IB21, separately for the following sections, combined into one contract for Services:

Lot1: IB 15, Sombor (Industrial zone) - Kula, L=39.535 km

Lot 2: IB 21, Ivanjica - Sjenica, L=38.300 km

 

which would result in: an increase of usability, safety, value and durability ofroad. The design will be required to consider the requirements of local community (social aspect) and shall be in full compliancewith the requirements of the Resettlement Policy Framework and the Environmental Management Framework, which have been previouslydeveloped for the project.

 

The requirementsfor theservices are fully identified in the Terms of References for abovementioned Lot 1 and Lot 2 sections, which will be providedto short-listed firms, but will in general include all activities for preparation ofmain designs for each lot separately includingprovision of documents, data, evidences, investigations, surveys, etc. in accordance with road rehabilitation requirements(geometry, pavement, structures, drainage, road safety, road furniture etc.) and regulations of the Republic of Serbia.Deliverables under the Services will include, but not be limited to, provision of the design drawings, Bills of Quantity, TechnicalSpecifications, EMP and RAP for each lot separately.

 

Planned duration of the Services in totalfor all Lots is 10months.

 

The Public Enterprise "Roads of Serbia (the Client) now invites eligible consultingfirms ("Consultants") to indicate their interest in providing the Services. Consultant shall express interest for all specifiedlots above, which shall be one contractfor Service. Interested Consultants should provide information demonstrating that they havethe required qualifications and relevant experience to perform the Services. The shortlisting criteria are: company profile, adequacy for the assignment and experience in performance of services of similar nature and under similar conditions (relevantreferences).

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank'sGuidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits &Grants] by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. Inaddition, please refer to the following specific information onconflict of interest related to this assignment: Neither consultants(including their personnel and sub-consultants), nor any affiliate that directly or indirectly controls, is controlled by, or isunder common control with that firm, shall be hired for any assignment that, by its nature, may be in conflict with anotherassignment of the consultants.

 

Therefore, please pay attention to the fact that the assignments resulting from theServices subject to procurement would be in direct conflict of interest with obligations and activities related to the followingservices:

Technical control of main designs forheavy road maintenance (road rehabilitation-upgrading) for the sections from the fourth year of Projectimplementation;

-              
Road safety audit of main designs forheavy road maintenance (road rehabilitation-upgrading) for the sections from the fourth year of Projectimplementation.

-              
Supervision of rehabilitation worksincluding environmental and social safeguard monitoring on RS/WB/EIB sections under RRSP

 

Additionally, due to nature and contents of theProject, the subject Services are also in conflict with the following consulting services for which the procurement processhas started or will bestarted in forthcoming period:

-              
Project PerformanceMonitoring.

 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance theirqualifications.

 

A Consultant will be selected in accordance with the QCBS (Quality Cost BasedSelection) method set out in the Consultant Guidelines.
